Troup City Council annexes subdivision A petition for voluntary annexation of what is currently proposed as Unit 1 and Unit 2 of the Joey Subdivision was approved by the council during the regular November meeting. This property is bounded on the west by what is currently the corporate limit of the City of Troup, State Hwy. 15 on the south, County Road 2156 on the east and Bailey Avenue on the north. The area contains approximately 8.989 acres where new homes are being built by Brent Duncan under the direction of the development's owner Jo Shaw. Mrs. Shaw came to the council several months ago seeking their participation in a project to bring city sewer and water to the new development. She was requesting that the area be annexed and that the city pay for part of the cost. After discussions and requests for bids to extend the current city services from Price Street to the southwest edge of lot five in the Joey Subdivision. Also approved was the bid for the upgrade and extension of the water and sewer services to the area. Russ Obar, City Administrator, said this extension of the city's services to the area will be a great ben- efit to the city. Not only will the city receive tax revenue from the house already in place and the homes that will be built, but it also extends the reach of the city and gives them a "carrot" to attract more builders to that area for future growth. During discussion an area resident, Bobbie Daniels, spoke of her concern over past problems with sewer back-up in that area. Her concern was could the lift station handle the extra flow of more houses. Obar said the problems in that area had been addressed recently with the replacement of several manhole covers. They were cracked and allowed too much rain water to flow into the system. This was causing the overflow problem. Grant money has helped fund those replacements and they are confident that this will take care of those problems, but will keep an eye on it. Also during the session, a public hearing was held concerning HB 621 (commonly called goods-in-transit). No one was present to speak. The council voted to deny the exemption at this time. A representative from Acker and Company was present to speak to the council on the annual financial report for FY-05. A clean opinion was given by the audit committee and the audit on FY-06 and FY-07 will begin shortly after the first of the year. In further action, the council approved the voluntary annexation of what is a fractional part of the 2.055-acre lot one of the re-subdivision of the Roblow Shaw Addition of the City of Troup. Obar explained that this was a tiny parcel of property that would even out a property line for the owner and would work towards simplifying things for the city as well. |
